repetition of Canton refusal will be fetal, Surely his first obligation is to try and preserve his adminis- tration rather than to maintain the principle of acting

in the interests of the Peking government alone. More- over in view of what has happened he has a clear case for pleading force majeure and necessity of compliance in order to obviate danger of destruction by which

his administration la menaced.

You should therefore in acquainting him with cur views and intentions urge him to reconsider the whole

position afresh.

If you wish, I will telegraph similar representa-

tions to the governments chiefly concerned.
